Massachusetts–Replacing fee-for service?

From the Washington Post comes an article about a plan to move health care payments in Massacusetts away from the fee-for-service model to lump-sum payments to teams of doctors who would be responsible for most of the care of a group of patients.  The doctors would also be given bonuses for saving money and providing services to keep people healthy.
